1. Can it produce a fraction of a KHz BY TURNING A DIAL?
VC2003 could produce a fraction of a KHz by pressing the input buttons on the front
2. Is it possible to set it on positive offset (100 % positive) and still get 5 volts?
You could set it on positive offset or negtive offset, and you could get max. ±6.4V at high loaded resistance and get ±3.2V at 50 ohm.
3. Would it has to be able to select a sine wave or square wave?
You couldn't select a sine wave or a square wave, TTL terminal outputs sine wave and OUT terminal outputs square wave, they are fixed, not selectable
